14 <br />A new full-access intersection will be constructed at this location. <br /> <br />• An east/west minor collector road extending to 4th Avenue is required. <br /> <br />Per the 2040 Transportation Plan and the Access Management Plan, Robinson Drive is <br />shown to extend east to 4th Avenue as the east/west minor collector. This serves as an <br />important backage road to CSAH 14 (Main St), provides connectivity and efficient <br />emergency response between neighborhoods, and distributes traffic throughout the <br />area. Under the proposed plan, Robinson Drive is not a continuous roadway. It <br />terminates at an intersection with another street that extends to the east lot line. <br />However, due a large wetland complex, connection to 4th Avenue at this location may <br />not be viable and it may have to shift north or south. The City completed a wetland <br />delineation on property to the east in 2023. These factors should be reviewed as part <br />of the street alignment evaluation. <br /> <br />A secondary east/west connection to 4th Avenue shall be evaluated at Carl Street. The <br />connection of local streets and neighborhoods is a standard transportation design <br />practice and has been implemented throughout the City. For example, with the Saddle <br />Club development and the connection of Fox Road and the St. Clair Estates connection <br />to Hokah Drive and Sioux Lane. <br /> <br />The Carl Street connection is also supported by Lino Lakes Public Safety-Police Division <br />and Fire Division in order to provide faster and more direct emergency response to the <br />entire area. <br /> <br />Street connectivity is further supported by the following City Code Sections: <br /> <br />§ 1001.096 LAND REQUIREMENTS. <br /> (2) Proposed subdivisions shall be coordinated with surrounding properties and/or <br />neighborhoods so that the city as a whole may develop efficiently and harmoniously. <br /> <br />§ 1001.100 STREETS AND ALLEYS. <br /> (3) Streets, continuous. Except for cul-de-sacs, streets shall connect with streets <br />already dedicated in adjoining or adjacent subdivisions or provide for future connections <br />to adjoining unsubdivided tracts, or shall be a reasonable projection of streets in the <br />nearest subdivided tracts. The arrangement of thoroughfares and collector streets shall <br />be considered in their relation to the reasonable circulation of traffic, to topographic <br />conditions, to runoff of storm water, to public convenience and safety, and in their <br />appropriate relation to the proposed uses of the area to be served. <br /> <br />Private streets are proposed in the townhome neighborhoods. City Code Section <br />1007.054 Private Streets details private street requirements that shall be met. <br />
