19 <br />wetlands, and this space could be utilized to better effect by adding the space to the <br />greenway system components. <br /> <br />The proposed east/west collector street stubbed to the eastern property line appears to <br />run into a large wetland complex that lies off-site on the rural lots. This road should be <br />rerouted to run south of the wetland to minimize impacts to this Wetland Management <br />Corridor. <br /> <br />Floodplain <br /> <br />The 2015 FEMA Floodplain Map indicates Zone A flood plain on a large portion of the <br />site. Floodplain management shall be incorporated into the overall design of the site. <br />The site will need to accommodate the same volume of flood storage currently on the <br />site. Floodplain mitigation will be achieved through the construction of stormwater <br />ponds and through raising site elevations. Floodplain impacts are subject to both City <br />and Rice Creek Watershed District requirements. <br /> <br />Staff Comments: <br /> <br />1. A Base Flood Elevation is required to be determined, using detailed methods <br />acceptable by the Federal Emergency Management Agency (FEMA). <br />2. A FEMA CLOMR and LOMR are required for development. <br />3. A FEMA CLOMR shall be submitted with a PUD Preliminary Plan application. <br /> <br />Shoreland District <br /> <br />The subject property is not located within the Shoreland Management Overlay District. <br /> <br />Additional City and Government Agency Review Comments <br /> <br />Anoka County <br /> <br />Anoka County Highway Department comments are provided in the attached letter. <br /> <br />Anoka County Parks Department recommends the regional trail along the south side of <br />Main Street be installed with this development. <br /> <br />Lino Lakes Public Safety <br /> <br />Police Division comments are provided in the attached letter. <br /> <br />Fire Division comments are provided in the attached letter. <br /> <br />Environmental Board
