15 <br /> <br />4th Avenue at this location may not be viable and it may have to shift north or south. The City <br />completed a wetland delineation on property to the east in 2023. These factors should be <br />reviewed as part of the street alignment evaluation. <br /> <br />A secondary east/west connection to 4th Avenue shall be evaluated at Carl Street. The <br />connection of local streets and neighborhoods is a standard transportation design practice and <br />has been implemented throughout the City. For example, with the Saddle Club development <br />and the connection of Fox Road and the St. Clair Estates connection to Hokah Drive and Sioux <br />Lane. <br /> <br />The Carl Street connection is also supported by Lino Lakes Public Safety-Police Division and Fire <br />Division in order to provide faster and more direct emergency response to the entire area. <br /> <br />Street connectivity is further supported by the following City Code Sections: <br /> <br />§ 1001.096 LAND REQUIREMENTS. <br /> (2) Proposed subdivisions shall be coordinated with surrounding properties and/or <br />neighborhoods so that the city as a whole may develop efficiently and harmoniously. <br /> <br />§ 1001.100 STREETS AND ALLEYS. <br /> (3) Streets, continuous. Except for cul-de-sacs, streets shall connect with streets already <br />dedicated in adjoining or adjacent subdivisions or provide for future connections to adjoining <br />unsubdivided tracts, or shall be a reasonable projection of streets in the nearest subdivided <br />tracts. The arrangement of thoroughfares and collector streets shall be considered in their <br />relation to the reasonable circulation of traffic, to topographic conditions, to runoff of storm <br />water, to public convenience and safety, and in their appropriate relation to the proposed uses <br />of the area to be served. <br /> <br />Private streets are proposed in the townhome neighborhoods. City Code Section 1007.054 <br />Private Streets details private street requirements that shall be met. <br /> <br />Based on comments received during the Main Street/Sunset Roundabout design process Anoka <br />County is planning a reconstruction of Sunset from Main Street to 109th. The design of these <br />improvements may have an impact on traffic patterns within the adjacent developments. The <br />internal and external collector system will need to be evaluated in light of this project. <br /> <br />Staff Comments: <br /> <br />1. Local road right-of-way shall be a minimum of 60 ft wide. <br />2. Cul de sacs shall not exceed 500 ft in length and bulbs shall meet City standards. <br />3. Private streets shall be a minimum of 26 ft wide.
