16 <br /> <br />4. Private streets shall not exceed 300 ft in length. <br />5. Driveways onto private streets shall be a minimum of 25 ft in length. <br />6. The alignment of the internal local street and street accessing CR 53 shall be evaluated. <br />7. The location of the street extension to 4th Avenue shall be evaluated due to wetlands <br />and ditch. <br />8. Access to CSAH 14 (Main Street) at Century Trail is required. <br />9. The access spacing from CSAH 14 (Main Street) to the local street and religious building <br />driveway shall be evaluated. <br />10. Access and connection to Carl Street shall be evaluated. <br />11. A traffic study shall be required. <br />12. A noise study shall be required. <br />13. Lots shall not directly access Robinson Drive which is a minor collector street. <br /> <br />Easements <br /> <br />Staff Comments: <br /> <br />1. Standard drainage and utility easements at least 10 feet wide shall be provided along all <br />lot lines. <br />2. Drainage and utility easements shall also be dedicated over stormwater management <br />facilities. <br />3. Conservation easements and wetland buffers shall be required over wetlands, ditches, <br />and greenway corridors. <br /> <br />Stormwater Management and Erosion and Sediment Control <br /> <br />The concept plan shows 10 stormwater ponds throughout the development. A multi-purpose <br />greenway corridor incorporating trails, stormwater management, floodplain, ditches, open <br />space has been incorporated into the development. <br /> <br />Staff Comments <br /> <br />1. Deeper rear yard buffers along the stormwater ponds and lake shall be incorporated. <br />2. Public ditch ACD 10-22-32 shall have an average 50 ft wide (minimum 25ft wide) buffer <br />from top of bank. <br />a. This buffer shall be platted in an outlot owned and maintained by an HOA. <br /> <br />Utilities <br /> <br />Public water, sanitary, and storm sewer utilities will be installed within the development. <br />Utilities exist along Robinson Drive and Century Trail.
