Ms. Katie Larsen <br />06/06/2024 <br />Page 5 <br />Madinah Lakes – Concept Plan - Engineering Review <br />•Previous reviews of the area by Anoka County indicated they would restrict access to <br />Sunset Avenue (CSAH 53) south of Main Street (CSAH 14) by eliminating or reducing <br />service to right-in/right-out. <br />•Robinson Drive should be extended to 4th Avenue as shown in Figure 6.5 of the City’s <br />2040 Comprehensive Plan. <br />o Robinson Drive extension shall be aligned further south to avoid wetlands in <br />the adjacent property. A conceptual alignment will need to be developed to 4th <br />Avenue. <br />•Carl Street connection from Century Trail through to 4th Avenue should occur <br />regardless of development <br />•Offset north and south connections to the multi-family area and adjacent to the park is <br />not desired. <br />•Additional access to the multi-family area may be necessary dependent on the traffic <br />study. <br />Trails and sidewalks <br />Trails and sidewalks are shown extending on at least one side of all public streets with a <br />series of trails crossing around the central stormwater ponds. <br />Comments: <br />1.City Parks and Planning departments to review all trail corridors <br />2.Sidewalks will be required on all streets. Whether sidewalks are required on both <br />sides will be determined based on traffic volumes. <br />3. Anoka County advises that construction of a trail should be considered along <br />both CSAH 14 and CR 53 for the length of the site and that the City consider <br />further trail construction. <br />•Wetlands and Mitigation Plan <br />An approved wetland delineation will be required. The applicant will need to work with Rice <br />Creek Watershed District for Wetland Conservation Act regulations. <br />The site includes wetlands along the ditches and in the area north of Carl Street. There is a <br />large wetland complex east of this project does extend onto the proposed project parcels <br />and is part of the Wetland Management Corridor. A vegetated buffer with an average width <br />of 50 ft. and a minimum width of 25 ft. will be required per RCWD rules. <br />A wetlands and mitigation plan will be reviewed during the Preliminary Plat and approved <br />through RCWD. <br />•Landscaping <br />The landscaping will be reviewed by staff and the City’s Environmental Coordinator with <br />future submittals.
