Applicant to review boulevard <br />tree locations to make sure they are planted an adequate distance (ideally <br />10 ft) from water and sanitary services. <br />3.Elevated landscaping (fences, trees, shrubs, etc.) will need to be kept out of <br />the sight triangles at each of the intersections <br />•Floodplain <br />Most of the site is within FEMA’s General Floodplain District (FEMA Zone A). A Base Flood <br />Elevation will need to be determined and approved by FEMA. A CLOMR and subsequent <br />LOMR will be required. RCWD will require floodplain mitigation. The applicant will need to <br />provide a detailed floodplain mitigation plan to demonstrate compliance with RCWD Rule E. <br />•Drainage and Utility Easements <br />Comments with Preliminary Plat submittal: <br />1.Per City Code, the City requires 10-ft wide drainage and utility (D&U) easements <br />along plat boundaries and along lot lines. Drainage and utility easements along lot <br />lines are allowed to be centered on common rear and side lot lines. <br />2.All trails will be required to be within easements at the time of platting. Separate <br />trail easements will need to be documented after the plat has been approved. <br />3.The right-of-way for local collector roadways, Century Trail and Robinson Drive, <br />shall be a minimum 66-ft wide depending on the function and pedestrian amenities. <br />All other local roads shall have designated right-of-way that is 60-ft wide. <br />4.Additional drainage and utility easement will need to be provided for Anoka County <br />Ditch (ACD) 10-22-32 <br />•Development Agreement <br />A development agreement will be required with the final platting process. <br />•Stormwater Maintenance Agreement <br />A Stormwater Maintenance Agreement will be required with the final plat. Public facilities <br />will be covered by the City’s Programmatic Maintenance Agreement. <br />•Permits Required <br />1.NPDES General Construction Permit <br />2.City of Lino Lakes Zoning Permit for Grading <br />3.Minnesota Pollution Control Agency Sanitary Sewer Extension Permit <br />4.Minnesota Department of Health <br />5.Rice Creek Watershed District Permit
