Consider 1st Reading of Ordinance No. 04-24, Zoning Ordinance Text Amendment - <br />Sacred Communities and Micro -Unit Dwellings <br />City Planner Katie Larsen presented to the Council the first reading of a proposed zoning <br />ordinance text amendment related to sacred communities and micro -unit dwellings. <br />Minnesota Statue 327.30 requires that cities allow religious institutions to site micro <br />units on religious property. Staff recommends a conditional use permit be required for <br />sacred communities and micro units as an accessory to public, educational, and religious <br />uses. <br />Planner Larsen advised that a Public Hearing was conducted at the Planning & Zoning <br />Board on April 10, 2024. Public comments included concerns that religious institutions <br />do not pay taxes and there will be an increased burden on City services. The Board <br />voted 6-0 in favor of the proposed ordinance amendment. <br />i.
