3 <br /> <br />Through this planning process the City has leveraged its regulatory process to maximize public <br />benefits. The City preserves a large part of the site in its existing state as preferred by abutting <br />property owners. The City continues to expand a connected greenway system linking with <br />adjacent property that can be expanded in the future. At the same time both the property <br />owner and developer can make reasonable use of the property consistent with the City’s <br />Comprehensive Plan. The proposed design provides other benefits including: <br /> <br />1. Reduction of overall site disturbance. <br />2. Reduction in infrastructure. The current concept plan reduces the road length nearly <br />1,000 feet over the previous design, also reducing water main and sanitary sewer <br />infrastructure. <br />3. Less hardscape and manicured turf than what would be allowed in a larger lot <br />configuration. <br />4. Opportunity for stormwater reuse system for lawn irrigation. <br /> <br />M/I Homes is requesting City direction and support for the following: <br /> <br />1. The future PUD and neighborhood plan allow for 92 villa lots consistent with the <br />attached concept plan. <br />2. The minimum lot width requirements conform to the R-2 zoning except as identified in <br />the PUD. <br />3. In lieu of tree restitution, the City agrees to accept the approximately 34 acres of open <br />space for tree preservation provided that M/I Homes plants a minimum of 3 trees on <br />each lot. <br />4. The open space property be deeded to the City as park land for the preservation of the <br />open space and wetland, in perpetuity. As an alternative, the open space property can <br />be owned by the HOA and protected by deed restrictions or restrictive covenants. <br />Additional considerations: <br /> <br />Trails. The concept extends the existing trail system from the south around the eastern side of <br />the project and connects with Street A on the north side. Extensions through the open space <br />adjacent to Arena Acres should be considered. <br /> <br />Street C Extension to Andall Street. The concept accommodates the proposed extension to <br />Andall Street. This segment will require additional evaluation based on transportation needs <br />identified in a traffic study. <br /> <br />Water Supply. - The ability of the City to service the site under existing constraints will need to <br />be evaluated should the project move forward. The City is currently in discussions with the <br />Minnesota Department of Natural Resources regarding the replacement of Well No. 2. <br />Senior/empty nester homes have lower overall water use than typical single-family residences.
