4 <br /> <br />The proposed smaller lot sizes and opportunity for storm water reuse greatly reduces overall <br />municipal water consumption for irrigation purposes. <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends that the Concept Plan for Natures Refuge North be forwarded to the <br />Planning and Zoning Board and City Council with the following comments: <br /> <br />1. Consideration be given to the proposal to retain permanent open space in lieu of tree <br />mitigation subject to the 3 trees per lot requirement. <br />2. Open area landscape requirements be adhered to in areas around stormwater and <br />borrow ponds. <br />3. A new rare plant and animal survey must be completed for the project area. <br />4. If rare species are found on site, design layout should be revised to avoid impacts to <br />these species. <br />5. If rare species are found on site and impacts are unavoidable, include features that <br />minimize impacts (ex: buffers around rare plant locations for any that can be preserved, <br />surmountable curbs to facilitate Blanding’s turtle movement, restoration of undisturbed <br />project areas). DNR permits may be required for any impacts to rare species. <br />6. Coordinate with the Rare Plant Rescue group (contact Carrie Taylor at Anoka <br />Conservation District) to allow for transport of any rare plants for which impact is <br />unavoidable to a donor site, such as Wollan’s Park Wetland Bank in Lino Lakes. <br />7. A final tree survey and inventory must be completed. <br />8. Tree protection zones in accordance with the City Tree Protection Fence Detail must be <br />shown for all trees that are being preserved. These zones must be shown on the Tree <br />Preservation Plan and Grading Plans submitted at the Preliminary Plat phase. <br />9. Consider extension of trails into the area abutting Andall Street. <br />10. Consider incorporation of a stormwater reuse system for lawn irrigation. <br />11. Haywood Drive should be adjusted to minimize potential wetland impacts to the east of <br />the site. <br /> <br />ATTACHMENTS <br /> <br />1. M/I Homes Project Narrative <br />2.
