City of Lino Lakes, MN <br />Proposal to Conduct an Operational Study of the Public Safety Department <br />➢ We will interview via videoconference or in -person, as appropriate and <br />directed, the Public Safety Director, members of the Department's <br />command staff, and other key stakeholders as desired. <br />♦ Issue SWOT (strengths, weaknesses, opportunities, and threats) questionnaire. <br />➢ We will assess Department member perceptions and expectations of their <br />services by issuing SWOT questionnaires to employees and, as appropriate, <br />other agency employees who interact with the Department. <br />2.1 General Summary of the Community and Constituents Served by the <br />Department <br />The Citygate Team will review, understand, and describe the City's service area, to include: <br />♦ Service area population and demographics <br />♦ History, formation, and general description of the City and its fire services <br />♦ Operating budget and funding <br />♦ Description of the current services and service delivery infrastructure. <br />2.2 Analysis and Summary of the Services Provided by the Department <br />The Citygate Team will review and evaluate the fire and First Responder emergency medical <br />services provided by the City to include: <br />♦ Calls for service demographics from a historical perspective <br />♦ Operational staffing levels and distribution of resources <br />♦ City/Department performance goals, objectives, and measures. <br />2.3 Outcome Expectations <br />Citygate will describe existing outcome expectations, if any, and how they were determined. We <br />will also describe the time constraints associated with saving critical EMS patients and rescuing <br />trapped occupants from building fires, as well as common outcome expectations in urban/suburban <br />communities. <br />Section 2—Scope of Work <br />Page 8 rM <br />- C I T Y G A T E <br />
