City of Lino Lakes, MN <br />Proposal to Conduct an Operational Study of the Public Safety Department <br />Citygate's analysis will include a study of maximum emergency service capability <br />of the Department resources inclusive of automatic- and mutual -aid resources. <br />2.6 Performance Objectives and Measures <br />Citygate's assessment will provide the City with fire and EMS response performance goals, <br />including those for the first -due and ERF specific to the nature and type of risks identified from <br />which it can adjust, if needed, the fire services deployment system. <br />2.7 Overall Deployment Evaluation and Recommendations <br />Citygate will develop and evaluate various operational models for providing emergency services <br />with the specific intent of identifying those options that can viably deliver the desired levels of <br />service over the next three to five years. Citygate's overall deployment analysis summary will <br />include: <br />♦ A description of the current deployment system. <br />♦ A summary assessment of the current deployment system's ability to protect the <br />assets at risk within the City's service area, including the location of the fire <br />stations, quantity and types of apparatus, operational staffing levels, specialized <br />technical capabilities, and first due and ERF response performance. <br />♦ Recommendations, as needed, of revised performance objectives by risk type, <br />including measures and compliance methodologies in alignment with recognized <br />industry best practices, community expectations, and current and prospective future <br />City resources. <br />♦ Identification of areas that are underserved, inefficient, or over -covered. <br />♦ Recommendations as needed for staffing enhancements, if any. <br />♦ Recommended deployment or operational changes as appropriate to provide the <br />desired base fire and EMS services. <br />Meetings and Deliverables <br />Citygate anticipates the potential for multiple follow-up videoconference meetings with staff, as <br />needed. <br />♦ Conduct a complete operational analysis. <br />Section 2—Scope of Work <br />Page 10 rM <br />- C I T Y G A T E <br />
