City of Lino Lakes, MN <br />Proposal to Conduct an Operational Study of the Public Safety Department <br />➢ This review will consider prior incident response statistics to measure the <br />effectiveness in relation to desired goals, response time criteria, and call <br />prioritization relative to the current deployment plan, including an analysis <br />of calls currently responded to by both Fire and Police. <br />➢ The process of the staffing analysis will include a review of staff retention <br />and experience. The analysis will also involve a comprehensive evaluation <br />of regional growth and its impacts on service delivery. Citygate will make <br />recommendations for improvement (short term and long term). <br />➢ Citygate will also interview, as needed, Department mid -managers via <br />videoconference. <br />♦ Conduct on -site visit and analysis. <br />➢ The Project Team will conduct an on -site visit during this phase of the <br />project to assess facilities and carry out additional command staff <br />interviews as necessary, as well as meet with any other key stakeholders <br />identified by the Department, if desired. <br />♦ Conduct interviews with Department and City stakeholders. <br />➢ We will interview, as appropriate and directed, command staff; managers, <br />supervisors, and officers in charge of the Department's divisions and others <br />responsible for the various units of the Department; representative(s) of the <br />Police Officers Association; professional staff; and members of City staff <br />who frequently interact with or have an interdependent relationship with the <br />Department. These interviews will occur via videoconference and will <br />assist with evaluating and analyzing the number of officers assigned to <br />patrol, investigations, administration, and various other roles and functions. <br />➢ Citygate recognizes the importance of professional staff to the overall <br />public safety mission of the Department. As such, we believe it is important <br />to conduct interviews with volunteers and professional staff including (but <br />not limited to) those working in dispatch, records, clerical, analytical, and <br />forensics to understand their varied perspectives. These interviews will <br />assist with a staffing analysis of the Department's support functions and <br />rank structure. <br />➢ This portion of the project will also assess administrative strengths, fiscal <br />elements, supervision and development of staff, risk management <br />coordination and practices, and use of technology. <br />Section 2—Scope of Work <br />Page 11 rM <br />- C I T Y G A T E <br />
