City of Lino Lakes, MN <br />Proposal to Conduct an Operational Study of the Public Safety Department <br />➢ The results of the detailed staffing analysis will provide a gap analysis <br />which will compare the "as -is" state of the Department to identified <br />efficiencies and recommendations developed through the analysis and <br />workload evaluation. <br />♦ Conduct interviews with community members. <br />➢ The Citygate Team has always found it useful to interview key members of <br />the community who are either positional or informal leaders and have <br />regular contact with the Department. Citygate will work with the <br />Department to identify and meet with key external stakeholders. This <br />subtask is a core element of our Work Plan and is distinct from the optional <br />public engagement workshops. <br />♦ Perform a detailed review of core Department functions. As part of this review: <br />➢ We will evaluate best practices regarding policing that is community - <br />oriented, problem -solving, intelligence -led, and data -driven to provide <br />options which are appropriately tailored to the City. The data -driven <br />analysis will identify actual workload through the evaluation of current <br />staffing. Further, the analysis will result in the proposal of comprehensive <br />strategies to improve efficiency and effectiveness. These strategies will rely <br />on actual levels of demand for police services and supply of police <br />resources, with related factors that include staff utilization, calls for service, <br />crime rate, workload, deployment, standby utilization, obligated versus <br />unobligated time, training schedules, operational commitments, and more. <br />The analysis will also assess shift schedules and the effects of utilization <br />and deployment, as well as overtime usage. <br />➢ We will identify practical opportunities for collaboration and formal <br />partnerships consistent with the strategic priorities of the Department. <br />➢ We will work with the Department to identify any obstacles to good police <br />work. Often, these obstacles can be found outside the Department. <br />Examples could include delays in processing prisoners at the jail, or delays <br />at a hospital when prisoners must receive medical clearance prior to <br />booking, or staffing shortages due to court attendance. <br />♦ Conduct high-level feasibility analysis of service model options. <br />➢ Citygate's Project Team leads will assess alternative service delivery model <br />options in contrast with the City's current model to provide key related <br />findings and recommendations. <br />Section 2—Scope of Work <br />Page 12 rM <br />- C I T Y G A T E <br />
