Planning & Zoning Board <br />August 14, 2024 <br />Page 2 <br /> <br />DRAFT MINUTES <br /> <br /> <br />6. ACTION ITEMS <br /> <br />A. Watermark 8th Addition PUD Final Plan/Final Plat <br /> <br />Ms. Larsen presented the staff report. <br /> <br />Watermark is a 372-acre master planned residential community consisting of 692 single <br />family lots and 172 townhome units totaling 864 housing units. U.S. Home, LLC (aka <br />Lennar) submitted a Land Use Application for Watermark 8th Addition PUD Final <br />Plan/Final Plat. The plat proposes 97 single family lots and 1 outlot. This is the final <br />phase and plat of the development. <br /> <br />Mr. Wipperfurth questioned why the City did not require trail access to the north and <br />questioned who maintained the trails. Ms. Larsen stated the trails could be extended <br />when the next development came through and they are maintained by the City. <br /> <br />Mr. Laden asked who owned the billboard. Ms. Larsen said the billboard company owns <br />the billboard and Watermark HOA is the owner of the property it sits on. <br /> <br />Mr. Evenson moved to approve the PUD Final Plan/Final Plat subject to the five <br />conditions listed in the staff report. Motion seconded by Mr. Wipperfurth. Motion <br />carried 6-0. <br /> <br /> <br />7. DISCUSSION ITEMS <br /> <br />A. Main Street Corridor Master Plan Engagement Discussion <br /> <br />Staff is requesting Planning & Zoning Board direction for the Main Street Corridor <br />Master Plan. Ms. Larsen explained that Mr. Grochala reached out to a consultant to <br />assist us. The City views potential stake holders as adjacent neighbors, property <br />owners, developers, school districts, residential advisory boards, public agencies, Anoka <br />County and watershed districts. Ms. Larsen questioned the Board if there was anyone <br />not mentioned. <br /> <br />Mr. Laden asked if the discussions would be open to the public. Ms. Larsen said they <br />are trying to work that out in these discussions. Mr. Laden asked if this was an AUAR <br />along with a master plan. Ms. Larsen said it was and that one consultant firm will be <br />helping and that some of these items will run concurrently. Mr. Evenson felt the entire
