Planning & Zoning Board
August 14, 2024
Page 3

DRAFT MINUTES
City should be included in the discussions and thought we could utilize the Quad or
Facebook to involve the community. The other members of the Board agreed. Mr. Root
wanted to see the Planning and Zoning Board to be the lead on the master plan as well
as the AUAR if possible. Mr. Wipperfurth thought we could use the City of Lino Lakes
website to get out baseline information discussing how this process is going to work. He
also expressed the need for direction when answering public comments and is hopeful
the consultant would be a good resource. Mr. Root thought we should also vocalize the
City’s needs when the need is identified. Ms. Guthmueller added the City newsletter or
groups that have attended the meetings would be good resources to use to keep the
community informed. Mr. Evenson added it was important to lead with teaching the
public the process and what the Boards can and cannot do. Mr. Laden added he agreed
that Planning and Zoning should be the lead and Ms. Larsen said that is the direction
they are going. Ms. Guthmueller asked when a consultant would be hired. Ms. Larsen
said the plan is to have a consultant selected by the September work session. Mr. Root
liked the idea of public meetings and utilizing sticky notes to assist residents in asking
questions. He would also like to see a comment section on the City website or a survey
developed with specific questions, email registration and a sign placed on the proposed
development. Mr. Guthmueller suggested conducting a survey using a QR code.

B. Project Updates

Ms. Larsen provided updates on City projects.

Mr. Vojtech moved to adjourn the meeting. Motion seconded by Mr. Evenson. Meeting
adjourned at 7:11 p.m.

Respectfully submitted,
Julie Whitney – Community Development Administrative Assistant
