14 <br />The site provides opportunity to implement a stormwater reuse system for irrigation <br />purposes. The system should be evaluated and implemented to the extent feasible to <br />offset the use of municipal water for irrigation. <br />The attached WSB City Engineer memo details additional information. <br />Parks, Greenways and Trail Plan <br />Per the September 4, 2024 Park Board staff report: <br />Figure 10-2 of the 2024 Comprehensive Plan identifies this area as a Neighborhood <br />Service area, with Neighborhood Park Area C conceptually located on the north side of <br />Ash Street. With 356 residential units in this development and potentially more to the <br />west in the future, the Park Board should consider designating a neighborhood park in <br />this area. <br />A minimum 30-40ft wide pedestrian way/trail connection should be made to Centerville <br />Road, Ash Street, local public street and public open space. In addition, a multi- <br />functional greenway corridor with trails should be created. <br />Tree Preservation and Landscaping <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043 (17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted. Additional <br />landscaping may be required as a condition of the PUD. <br />Staff Comments: <br />1.A berm and landscaping buffer will be required along the Centerville Road and <br />Ash Street. <br />2.A noise study will be required with the PUD Preliminary Plan/Preliminary Plat. <br />3.Berm and/or any noise mitigation requirements shall be measured from side or <br />rear yard ground elevations to top of berm or fence. <br />Environmental Review Record <br />An Environmental Assessment Worksheet (EAW) will be required. The threshold <br />computation of 356 attached units is 0.94 which less than one (1); however, staff <br />recommends preparation of a discretionary EAW as allowed by Mn Admin Rule <br />4410.1000 Subp. 3 due to the developments proximity to the lakes and wetlands. <br />Wetlands <br />There are three (3) wetlands indicated on the proposed project site.
