13
Easements
Staff Comments:
1.Standard drainage and utility easements at least 10 feet wide shall be provided
along all lot lines.
2.Drainage and utility easements shall also be dedicated over stormwater
management facilities.
3.Conservation easements and wetland buffers shall be required over wetlands,
ditches, and greenway corridors.
Stormwater Management and Erosion and Sediment Control
The concept plan shows four (4) stormwater ponds throughout the development.
Staff Comments
1.A stronger multi-purpose greenway corridor incorporating trails, stormwater
management, floodplain, ditches, open space shall be incorporated into the
development.
Utilities
Public water, sanitary, and storm sewer utilities will be installed within the
development.
The site is located in Sanitary Sewer District (Sub-district 4A). Flows from this area are
planned to be conveyed to the southeast through the White Bear Township sanitary
sewer system. A joint powers agreement between Lino Lakes and White Bear
Township should be completed to ensure that this capacity remains available
for Lino Lakes use. If capacity is not available to meet system requirements,
the land use, staging, and sewer district service areas will need to be
reevaluated.
The site is located in Utility Staging Area 1A (2018-2025) and 1B (2025-2030). The two
(2) easterly lots containing the residential and commercial development are within
Utility Staging Area 1A. By resolution, the Council may move the two (2) other parcels
from Stage 1B (2025-2030) to Stage 1A (2018-2025) but there is no development
proposed in this area.
The site is proposed to be served by White Bear Township’s municipal water system.
