17 <br />After further discussion with City staff, the Park Board will review the concept plan <br />again in October 2024. <br />EDAC <br />The Economic Development Advisory Committee reviewed the concept plan on <br />September 5, 2024. Their comments are attached. <br />PUD Preliminary Plan/Preliminary Plat <br />The City’s review and comments on the concept plan’s relation to the 2040 <br />Comprehensive Plan and development regulations does not grant any rights to the <br />applicant to develop the property as depicted by the concept plan. <br />A land use application for PUD Preliminary Plan/Preliminary Plat shall be required. If <br />required by the City Council, the developer shall have a neighborhood meeting prior to <br />submittal of a PUD Preliminary Plan/Preliminary Plat. <br />PUD Public Benefit vs PUD Flexibility Summary <br />Per City Code Section 1007.024: <br />(2)The PUD, by allowing deviation from the strict provisions of this ordinance <br />related to setbacks, heights, lot area, width and depths, yards, etc., may be <br />considered by the City when it would result in one or more of the following <br />public benefits: <br />(a)Implementation of a master plan consistent with the Planning District <br />objectives of the Comprehensive Plan. <br />A master plan for this area is not required per the 2040 Comprehensive Plan-Planning <br />District 4. <br />Per Planning District 4, a gateway should be planned at the intersection of Centerville <br />Road and County Road J (Ash Street). The Lino Lakes Gateway Planning manual was <br />prepared in June 2024 and includes this area. <br />(b)Innovations in development that address growing demands for all styles of <br />economic expansion, greater variety in lot size, configuration, home type, <br />design, enhanced architectural standards, and siting of structures through <br />the conservation and more efficient use of land in such developments. <br />The commercial component supports economic expansion.
