1 <br /> <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 1J <br /> <br />STAFF ORIGINATOR: Meg Sawyer, Human Resources and Communications Manager <br /> <br />MEETING DATE: September 9, 2024 <br /> <br />TOPIC: Personnel Policy Revisions <br /> <br />VOTE REQUIRED: Simple Majority <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br />The City Council is being asked to approve an addition to the current Personnel Policy. <br /> <br />BACKGROUND <br />The Lino Lakes Public Safety Fire Division has used a duty crew Firefighter model since May 1, <br />2022. This staffing model has provided a three-firefighter part-time duty crew, Monday through <br />Friday from 6am to 6pm, excluding holidays. Shortly after the implementation of the duty crew <br />model, it became clear that fire protection coverage on the City's observed holidays was <br />lacking. At the August 5, 2024 council work session, the council directed staff to move forward <br />with scheduling part-time firefighters on City observed holidays. Staff is proposing an additional <br />paragraph added to the end of Section 6.1 Holidays in the Personnel Policy to reflect that <br />change. <br /> <br />6.1 Holidays <br />Regular full-time employees are entitled to the holidays listed below. Part-time employees who <br />work at least 30 hours per week on a regular basis, receive a prorated amount based on the <br />number of hours worked each week. Temporary and seasonal employees are not entitled to <br />holiday pay. <br /> <br /> <br />When a holiday falls on a Sunday, the following Monday is considered the holiday. When a <br />holiday falls on a Saturday, the preceding Friday is considered a holiday. In order to be eligible <br />for paid holidays, employees must work on the day before and the day after such holiday, <br />unless on paid leave. <br /> <br />Rookery Activity Center employees who are required to work on a holiday recognized by the <br />City will accrue a floating holiday to be used within the same pay period.
