CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 613 <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br />MEETING DATE: September 23, 2024 <br />TOPIC: Consider Resolution Number No. 24-102, Authorize the <br />Preparation of Plans and Specs, 2025 Street Reconstruction and <br />Sewer and Water Extension Project <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting Council authorization to prepare plans and specifications for 2025 Street <br />Reconstruction and Sewer and Water Extension Project. <br />BACKGROUND <br />On June 26, 2023 the City Council adopted a five year Street Reconstruction Plan that identified <br />roadways that would be funded through Street Reconstruction Bonds. The 2025 Street <br />Reconstruction Project includes the Colonial Woods neighborhood including 62nd Street and <br />Red Maple Lane as well as the Pine Haven neighborhood including 81st Street, Elbe Street, and <br />Danube Street. Diane Street and Evergreen Trail are also included as overlay projects. <br />On June 10, 2024 the City Council accepted the Feasibility Report for the 2025 Street <br />Reconstruction and Sewer and Water Extension Project for the Colonial Woods and Pine Haven <br />Neighborhoods. Public Hearings were held on July 8 and 22, 2024. Per the City's Charter the 60 <br />day petition period passed and the City did not receive a valid petition against the project in <br />either neighborhood. <br />In the Colonial Woods neighborhood the City received a petition in favor of the project that was <br />signed by 16 of the 29 property owners. Also in the Colonial Woods neighborhood the City <br />received a non -valid petition against the project that was signed by 10 of the 29 properties. <br />In the Pine Haven neighborhood the City received a petition in favor of the project that was <br />signed by 19 of the 30 property owners. Also in the Pine Haven neighborhood the City received <br />a non -valid petition against the project that was signed by 7 property owners (possibly 8 - deed <br />ownership not verified) of the 30 properties. <br />
