("Consultant") submits this Letter Agreement ("Agreement") to the City of <br />Lino Lakes ("Client') for providing preparing public and private development plans to assist in completing a <br />Master Plan and an Alternative Urban Areawide Review (AUAR) for the northwest quadrant of the City as <br />the next step towards achieving the long-term vision to redevelop the area into a feasible, vibrant mixed - <br />use neighborhood ("Project'). <br />Project Understanding <br />We understand that the City has received an increased interest in development in recent years and will use <br />the master planning effort and the completion of the AUAR as well input from the community to guide the <br />development of the area for years to come. In July 2024 the City Council adopted an interim ordinance <br />placing a moratorium on the creation of new residential lots over northwest quadrant of the City <br />(approximately 980 acres) to allow for the preparation of this Main Street Corridor Master Plan and <br />completion of an AUAR to guide development of the area. The moratorium went into effect on August 15, <br />2024, for a period of one year. <br />Scope of Services <br />Kimley-Horn will provide the services specifically set forth below. <br />1.0 PROJECT COORDINATION AND MEETINGS <br />1.1 Project Kick-off Meeting <br />The consultant team will participate in an in -person `Kick off Meeting" for the project. Intent of the meeting <br />is to accomplish the following; 1) Introduce and identify the roles of key members of the team, city staff, and <br />other stakeholders; 2) establish a reporting protocols; 3) discuss project objectives, issues, and <br />opportunities and limits of scenarios 4) confirm project schedule and work program, and review outreach <br />methods and timing; and 5) identify and transmit pertinent documentation and studies, and other relevant <br />data to the consultant team. <br />Deliverables <br />• Kick-off meeting participation (in -person with a call in option) <br />• Meeting agenda and summary of meeting <br />1.2 Project Status Meetings and Project Management <br />The consultant team will coordinate and regularly communicate with City staff to review progress and share <br />information and documentation to incorporate into the work product in a timely manner. For this task, <br />members of the consultant team will participate in a maximum of 24 Project Status Meetings with City staff <br />to assess progress and direct forthcoming work. Additionally, the consultant team will participate in <br />conference calls as needed to track progress and coordinate efforts. This task also includes time to provide <br />
