• Land Use and Urban Design analysis presented in memo or other format suitable for review and <br />comment <br />Mobility Analysis - The consultant will undertake an analysis of how a future transportation roadway network <br />could support the future development in the project study area. <br />Deliverables <br />• Mobility analysis presented in memo or other format suitable for review and comment <br />Infrastructure / Drainage Analysis - Based on information provided by the city, the consultant team will <br />provide a planning level analysis of existing infrastructure and utilities, including storm drainage, <br />wastewater, water, and floodplain systems in the study area. This analysis will examine the existing utility <br />framework that serves the study area, along with programmatic analysis of perceived deficiencies and <br />opportunities and constraints of future development. KH will review utility and drainage studies that have <br />been completed by Rice Creek Watershed for the ditch system and how they relate to the proposed master <br />plan study area. KH will schedule a meeting with the City and WSB to review these past studies as well as <br />any known information on the current utility / drainage system. The utility and drainage input will be <br />incorporated into the master planning and AUAR to be completed by KH and considered as part of the <br />overall concepts. <br />Deliverables <br />• Infrastructure analysis presented in memo or other format suitable for review and comment <br />Case studies — The consultant team will prepare three to four case studies of various project densities <br />located in Lino Lakes and/or regionally. As for as feasible, we will examine districts that are comparable in <br />community make-up and character, market potential, open spaces, and other characteristics. Studies will <br />identify lessons learned and best practices to create great communities. <br />Deliverables <br />• Plans and diagrams of various levels of density <br />• Case study presented in memo or other format suitable for review and comment <br />Background summary report — The consultant team will compile, synthesize, and summarize the above <br />tasks into a Background Summary Report that will inform the planning process moving forward, and serve <br />as an on -going resource for the planning team, stakeholders, and the community. <br />Deliverables <br />• Background summary report presented as two hard copies in 8.5x11 or other mutually agreed <br />format and one print and web -ready pdf file copy <br />3.2 District Development Vision and Scenarios <br />District development vision and scenarios - Relying on the previous tasks and input received through <br />stakeholder outreach, the consultant team will 1) prepare district development principles and 2) identify <br />preliminary development goals that will be consistent across all scenarios. <br />Deliverables <br />• Preliminary vision presented in memo or other format suitable for review and comment <br />Preliminary development of scenarios with staging/phases — The consultant team will prepare four <br />alternative development scenarios for the study area. These alternatives will provide an exploration of the <br />development potential associated with varying land uses and densities. Alternatives will be communicated <br />through narrative, bubbles plans, open space diagrams, preliminary greenway/green spaces and other <br />imagery needed to explain each scenario. <br />Deliverables <br />• Preliminary District Development Scenarios: <br />■ Scenario 1 - Current Comprehensive Plan <br />Rev 07/2024 <br />
