4.2.4 Volume Development <br />The traffic counts collected in Task 4.3.1 will then be adjusted to reflect the amount of non -site traffic that <br />can be expected to exist on the area roadway system at the opening of the development Kimley-Horn will <br />provide a total traffic assignment that includes site and non -site generated traffic volumes for the weekday <br />AM and PM peak periods for the opening year and horizon year for the two proposed scenarios. <br />4.2.5 Intersection Capacity Analysis <br />Intersection capacity analysis for the weekday AM and PM peak periods will be performed at the study <br />intersections as well as the project driveways. The analysis scenarios are: <br />• Existing Conditions <br />• Opening Year background conditions <br />• Opening Year Scenario 1 build conditions <br />• Opening Year Scenario 2 build conditions <br />• Horizon Year background conditions <br />• Horizon Year Scenario 1 build conditions <br />• Horizon Year Scenario 2 build conditions <br />4.2.6 Turn Lane Need and Queue Assessment <br />Kimley-Horn will evaluate the need for turn lanes at all proposed site entrances. The need for turn lanes <br />will be based on the total traffic assignment estimated as part of Task 4.3.4. Additionally, the 951h percentile <br />queue lengths will be compared to the provided storage of existing turn lanes. <br />4.2.7 Traffic Mitigation <br />If the results of the analysis indicate that roadway/intersection and site access improvements are necessary <br />from a capacity and/or safety standpoint, Kimley-Horn will identify the types of improvements required to <br />support the proposed development. <br />4.2.8 Document Study Results and Project Coordination <br />An electronic (.pdf) draft report that documents the study methodology, traffic volumes, analysis results, <br />and recommendations for improvements (if necessary) will be prepared and submitted to the Client for <br />review and comment. Kimley-Horn will then incorporate internal review comments and submit an electronic <br />copy of the TIA report and analysis output to the local agencies for review as part of the AUAR. Kimley- <br />Horn will attend up to two (2) meeting with the review agencies to discuss the results and recommendations <br />of the TIA. <br />Deliverables: <br />• Draft and Final TIA report <br />ADDITIONAL SERVICES <br />Any services not specifically provided for in the above scope will be billed as additional services and <br />performed at Kimley-Horn's then -current hourly rates. <br />INFORMATION PROVIDED BY CLIENT <br />Kimley-Horn shall be entitled to rely on the completeness and accuracy of all information provided by the <br />Client or the Client's consultants or representatives. The Client shall provide all information requested by <br />Kimley-Horn during the project, including but not limited to the following: <br />• An executed copy of this agreement <br />• Project information and proposed development plans <br />Rev 07/2024 <br />H <br />
