.- <br />AUAR ITEM <br />SCOPE• <br />• <br />same times as the meeting to address cumulative potential effects <br />section of the document. <br />23 <br />Mitigation Plan <br />Kimley-Horn, in coordination with the City will draft the mitigation plan. <br />Components of the mitigation plan will be determined by the <br />environmental issues and impacts identified in the AUAR analysis. A <br />summary of issues will be covered in the mitigation plan in table format. <br />Kimley-Horn will assist the City in drafting the notices for the distribution of the Draft AUAR and Mitigation <br />Plan for the 30-day comment period. We will assist the City in the preparation of the Final AUAR, <br />response to substantive comments for the regulatory agencies and the public and will assist the City with <br />the adoption process of the AUAR. <br />Deliverables <br />• Draft and Final Order <br />• Draft AUAR and Mitigation Plan — assumes two rounds of review <br />• Comment Responses and Final AUAR and Mitigation Plan — assumes one round of review <br />• Notices and distribution of the Draft and Final AUAR <br />4.2 AUAR Traffic Impact Analysis <br />Kimley-Horn has coordinated with WSB Engineering to understand status of the County's Sunset project <br />and whether there is traffic data available that could be used to supplement the City's AUAR traffic study. <br />Through these conversations, it is understood WSB has not collected any baseline traffic information for <br />that project, and KH will need to complete a new traffic study to use as the basis of the AUAR. <br />Kimley-Horn will prepare a AUAR Traffic Impact Analysis and summarize the following information: <br />4.2.1 Study Area/Data Collection <br />Kimley-Horn will conduct weekday AM (7:00 AM — 9:00 AM) and PM (4:00 PM — 6:00 PM) peak period <br />turning movement counts at up to seven (7) intersections and weekday 24 hour counts at up to 3 <br />intersections. Finalized intersection analysis will be determined based on discussion with the City of Lino <br />Lakes. <br />4.2.2 Existing Transportation System <br />Summarize information for the existing transportation system, including existing roadway and intersection <br />characteristics, and existing daily traffic volume information. <br />4.2.3 Trip Generation, Distribution, and Assignment <br />Trip generation estimates will be prepared for the two development scenarios based on the trip generation <br />rates found in the ITE Trip Generation Manual, 11th Edition. Trip generation will be completed for two <br />scenarios. Site traffic distribution and assignment for the development will be established based upon <br />existing and future area demographics, and existing/future area roadway systems. <br />Rev 07/2024 <br />
