The Park Board reviewed the concept plan on November 1, 2023. The Board recommended a <br />100% cash dedication in lieu of dedicating land for a neighborhood park. The cash dedication <br />could be utilized for trails, providing leisure opportunities at Lino Lakes Elementary, and making <br />enhancements to Arena Acres Park. <br />Staff Comments: <br />1. The multi -functional greenway corridor shall incorporate more trails and open space <br />into the development. The trail shall extend through Outlot C and eventually connect to <br />Andall Street. <br />2. Trail corridors shall be a minimum 30ft wide. <br />Tree Preservation and Landscaping <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043 (17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted. Additional landscaping <br />may be required as a condition of the PUD. <br />Conservation Development <br />Per City Code Section 1007.007: Subdivision Ordinance Definitions <br />CONSERVATION DEVELOPMENT. The development pattern and technique whereby lots are <br />arranged in closely related groups to preserve the natural amenities of the land through the <br />creation of common open space. <br />Natures Refuge North is a proposed conservation development. The villa lots preserve <br />woodland and wetland areas, create more protected accessible public open space and <br />establishes the greenway corridor. The trail system is also incorporated into the greenway <br />system vs. along the street creating a more enjoyable, safer, and valued recreational <br />experience. <br />The purpose of using the PUD zoning is to create a conservation development that establishes <br />the defined public values of preserving and enhancing the on -site natural resources. The PUD <br />also creates and enhances the greenway corridor and trails that are accessible to the public. <br />Environmental Review Record <br />As previously noted, in 2006 a mandatory Environmental Assessment Worksheet (EAW) was <br />prepared for the original Natures Refuge concept because the proposed 278 housing units <br />exceeded the 250 housing unit threshold.
