The site is located in Utility Staging Area 1A (2018-2025) and 1B (2025-2030). The two (2) <br />easterly lots containing the residential and commercial development are within Utility Staging <br />Area 1A. By resolution, the Council may move the two (2) other parcels from Stage 1B (2025- <br />2030) to Stage 1A (2018-2025) but there is no development proposed in this area. <br />The site is proposed to be served by White Bear Township's municipal water system. <br />The site provides opportunity to implement a stormwater reuse system for irrigation purposes <br />The system should be evaluated and implemented to the extent feasible to offset the use of <br />municipal water for irrigation. <br />The attached WSB City Engineer memo details additional information. <br />Parks, Greenways and Trail Plan <br />Per the September 4, 2024 Park Board staff report: <br />Figure 10-2 of the 2024 Comprehensive Plan identifies this area as a Neighborhood Service <br />area, with Neighborhood Park Area C conceptually located on the north side of Ash Street. With <br />356 residential units in this development and potentially more to the west in the future, the <br />Park Board should consider designating a neighborhood park in this area. <br />A minimum 30-40ft wide pedestrian way/trail connection should be made to Centerville Road, <br />Ash Street, local public street and public open space. In addition, a multi -functional greenway <br />corridor with trails should be created. <br />Tree Preservation and Landscaping <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043 (17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted. Additional landscaping <br />may be required as a condition of the PUD. <br />Staff Comments: <br />1. A berm and landscaping buffer will be required along the Centerville Road and Ash <br />Street. <br />2. A noise study will be required with the PUD Preliminary Plan/Preliminary Plat. <br />3. Berm and/or any noise mitigation requirements shall be measured from side or rear <br />yard ground elevations to top of berm or fence. <br />Environmental Review Record <br />14 <br />
