Economic Development Advisory Committee <br />September 5, 2024 <br />Page 2 <br /> <br />APPROVED MINUTES <br /> <br />Mr. Grochala noted that this is the 2nd recent offer on the property that has expired as a <br />result of the commercial stipulation. Additional, discussion and planning may be required <br />to set goals and expectations for the site. <br /> <br />B. North Oaks Companies, Wilkinson Waters Planned Unit Development Concept Plan <br /> <br />The applicant, Wilkinson Waters LLC, is proposing a master planned development located <br />on North Oaks Company Inc. property located south of County Road J/Ash Street/CSAH <br />32, west of Centerville Road/CSAH 21 and north of Wilkinson Lake Boulevard. The <br />development contains 4 parcels totaling approximately 76 gross acres and consists of mix <br />of residential housing types and commercial development. The proposed development is <br />called Wilkinson Waters. <br /> <br />Representatives Lauren Grouws & Mark Houge from the development company were in <br />attendance and answered questions from the committee. Mr. Houge requested <br />information from the City for monument information so they can reserve a space for it. <br />Mr. Houge also asked for feedback as to what types of business’ the committee would like <br />to see there? Comments from the committee were as follows: <br /> <br />• Based on the developer’s prior projects to the south, which include high <br />architectural standards and emphasis on environmental preservation and <br />restoration, this appears to be an ideal partnership for the City. <br />• High Architectural and landscaping standards should be established particularly <br />along Centerville Road and the gateway area. <br />• Landscaping at the gateway. <br />• Public recreational opportunities should be provided, passive or active. <br />• Supports commercial development along the entryway <br />• No issue with the inclusion of studio apartments provided number is capped. <br />• No need to require a specific affordability component to development. <br />• Restoration of natural areas should be incorporated into project. <br />• Water service agreement with White Bear Township should be long term until Lino <br />Lakes is able to provide service to the area. <br /> <br /> B. Project Updates <br /> <br />Mr. Grochala updated the committee on current City projects. <br /> <br />4.
