Anoka County <br />TRANSPORTATION DIVISION <br />,h-A Highway <br />Katie Larson <br />City of Lino Lakes September 19, 2024 <br />600 Town Center Pkwy <br />Lino Lakes, MN 55014 <br />RE: Preliminary Plat — Lino Lakes 2.0 <br />Dear Katie, <br />We have reviewed the Preliminary Plat for the Lino Lakes 2.0 to be located west of CSAH 23 <br />(Lake Drive) across from Marketplace Drive within the City of Lino Lakes, and I offer the following <br />comments: <br />• The existing right of way along CSAH 23 is 50 feet west of centerline. An additional <br />10 feet of right of way along CSAH 23 will be required for future reconstruction <br />purposes (60 feet total right of way width west of CSAH 23 centerline). <br />• As proposed, the plat will realign 771h Street so it connects to the current signal at <br />Marketplace Drive. This is acceptable to this department and the right of access <br />should be dedicated to Anoka County with exception for the proposed 77th Street <br />access point. <br />• Internal site grading shall not commence until the requested ACHD Engineering plan <br />approvals are received and the applicable permits can be issued. <br />• Any utility relocation in the CSAH 23 right of way will be required to be coordinated <br />directly by the city/developer. <br />• Please note that no plantings or private signs will be permitted within the county right <br />of way and care must be exercised when locating private signs, building, structures, <br />plantings, berms, etc. outside of the county right of way, so as not to create any new <br />sight obstructions for this section of CSAH 23. <br />ACHD would like to work with local governments in promoting compatibility between land use <br />and the county highway system. It should be recognized that residential land uses located <br />adjacent to County highways often results in complaints about traffic noise. Existing and/or <br />future traffic noise from CSAH 23 could exceed noise standards established by the Minnesota <br />Pollution Control Agency (MPCA), the U.S. Department of Housing and Urban Development, <br />and the U.S. Department of Transportation. Minnesota Rule 7030.0030 states that <br />municipalities are responsible for taking all reasonable measures to prevent land use activities <br />listed in the MPCA's Noise Area Classification (NAC) where establishment of the land use <br />would result in violations of established noise standards.
