He would like to see more architectural interest. <br /> <br />Mr. Laden encouraged Mr. Bennett to become involved in the comp plan process and <br />thought he had some good ideas. Mr. Root informed everyone that to change the comp <br />plan now would require it to be amended. <br /> <br />Mr. Kohler moved to close public comment. Motion seconded by Mr. Guthmueller. <br />Public comment was closed at 6:38 p.m. <br /> <br />4. APPROVAL OF AGENDA <br /> <br />The agenda was approved as presented. <br /> <br />5. APPROVAL OF MINUTES <br /> <br />Mr. Wipperfurth moved to approve the September 11, 2024 meeting minutes with one <br />change. Motion seconded by Mr. Laden. Motion carried 6 – 0. <br /> <br />6. ACTION ITEMS <br /> <br />A. Public Hearing: Lino Retail 2.0 Rezoning, Preliminary Plat, Conditional Use Permit <br />and Site & Building Plan Review <br /> <br />Ms. Larsen presented the staff report. <br /> <br />The applicant, Java Companies, LLC, is proposing to plat and develop three (3) <br />commercial lots near Lake Drive, Marketplace Drive, and 77th Street. The Land Use <br />Application is for Rezoning NB (Neighborhood Business) to GB (General Business), <br />Preliminary Plat for 3 commercial lots, Conditional Use Permit for an Auto repair-major <br />and minor for fast oil change facility, Site & Building Plan Review and Vacation for a <br />portion of 77th Street. <br /> <br />Mrs. Hankee, City Engineer, noted in 2020 Anoka County completed a corridor study <br />from Hodgson to Main Street and provided potential improvements along the corridor <br />that have been concerns for the residents. The traffic study showed no significant <br />changes. <br /> <br />Mr. Laden had concerns regarding the fenestration and would like to see glass wrap <br />around the east side of the auto parts building. He is in favor of the connection to the <br />American Legion.
