Mr. Krough said <br />there is a risk analysis that is completed and if there was a concern they would not <br />move forward. Ms. Larsen said all the buildings are meeting the requirements. Mr. <br />Grochala said the City does not want to maximize impervious surface if not needed as it <br />could have detrimental impacts. <br /> <br />Mr. Laden requested the developer to add windows to the Lake Drive side of the <br />building. Mr. Krough said they would take it into consideration. Mr. Grochala added that <br />it could also be faux windows. <br /> <br />Mr. Root opened the public hearing at 7:36 p.m. <br /> <br />Mr. Bennett, 6841 Lakeview Drive, Lino Lakes, MN 55014, the town center should be <br />the most valuable part of the City but does not think the location is right for this project. <br />He would like to see locally owned and not a larger chain business come in. He would <br />like to see restaurants or cafes or even chiropractors in the space which he feels is a <br />more responsible use of the space. <br /> <br />Mr. Laden moved to close the public hearing. Motion seconded by Mr. Wipperfurth. <br />The public hearing was closed at 7:40 p.m. <br /> <br />Mr. Laden moved to approve the land use application subject to the conditions listed in <br />the staff reporting adding that the CUP be limited to minor repairs only and maximum of <br />24 hour storage of vehicles outside. Mr. Laden also wanted to add the requirement of <br />fenestration to the east side of building C to be more consistent with the other buildings <br />facing Lake Drive. Mr. Laden moved to approve the Rezoning, Preliminary Plat, <br />Conditional Use Permit and the Site and Building Plan with the Staff and Board <br />recommendations. Motion seconded by Mr. Kohler. Motion carried 5 - 0. <br /> <br />B. Public Hearing: Spargur Estates Preliminary Plat & Variance <br /> <br />Ms. Larsen presented the staff report. <br /> <br />The applicant, Mespargur Inc, submitted a land use application for variances and <br />preliminary plat for Spargur Estates. The applicant proposes to subdivide the existing <br />parcel located at 559 Lois Lane into four (4) single family lots for the purpose of <br />constructing three (3) new single family homes. The lot is 1.11 gross acres (48,510 sf). <br /> <br />Mr. Laden questioned what they were approving now if it was requested of the <br />developer to reconfigure the area to three lots instead of four. Ms. Larsen said the <br />public hearing could be continued and the recommendation would be for the developer <br />to revise the plan.
