Planning & Zoning Board <br />October 9, 2024 <br />Page 5 <br /> <br />DRAFT MINUTES <br /> <br />Mr. Root initiated a discussion regarding lot size and density and thought in the future <br />when the requirements change that the larger third lot could be divided. Ms. Larsen said <br />they calculated the area, and it did not meet the range for a four lot division. Perhaps in <br />the future it will. <br /> <br />Mr. Guthmueller did not think they should approve without seeing the 3 lot plan. Ms. <br />Larsen said there were two options, approve it with the conditions that they make all <br />the revisions that they are required to do or continue the public hearing. Ms. Larsen <br />said they could also deny the Preliminary Plan and Variance but is not recommended as <br />she feels they can meet the requirements. <br /> <br />The applicant Mr. Mithcell Spargur, 12952 96th Street NE, Otsego, MN 55330. Mr. <br />Spargur said there is already sewer and water for each lot on the property. Mr. Spargur <br />thought the lot should be divided into three lots and farther down the road they could <br />possibly create a fourth lot. Their dilemma was how to break up the lots as to not <br />abandon the sewer and water that is available along with the park dedication fees, the <br />$35,000 assessment on that lot, plus a $400 to $450,000 tax base. It only makes sense <br />to do a four-lot split. If he is not able to, he would abandon the one on Lois Lane <br />because it is financially less expensive to leave the sewer and water. <br /> <br />Mr. Root opened the public hearing at 8:11 p.m. <br /> <br />No public comments were made. <br /> <br />Mr. Wipperfurth moved to continue the public hearing. Motion seconded by Mr. Laden. <br />The public hearing will be continued at the November meeting. Motion carried 5 - 0. <br /> <br />7. DISCUSSION ITEMS <br /> <br />A. Project Updates <br /> <br />Mr. Grochala provided project updates. <br /> <br />Mr. Wipperfurth moved to adjourn the meeting.
