This work <br />includes design, bidding, surveying, and construction services for the test well, the preparation of <br />raw watermain costs estimates for connecting to the water treatment plant (WTP), analysis of the <br />test pumping data, and analysis of water quality data with respect to primary and secondary <br />drinking water contaminants. This data is necessary to estimate a production well's anticipated <br />pumping capacity, water quality, and interference possibilities with adjacent municipal and private <br />wells. <br />Project Approach/Scope of Services <br />WSB's project scope and proposed work plan is based on our understanding of the project, <br />experience on similar projects, preliminary assessment by the Minnesota Department of Natural <br />Resources (DNR), and discussion with City staff. In their letter dated September 12, 2024, the <br />DNR provided a preliminary assessment of the proposed Well No. 7 location. The DNR indicated <br />that more information is needed and an aquifer test would be required for a DNR permit for this <br />well. It is anticipated that the aquifer test will include interference monitoring of water levels at <br />nearby wells including City Wells No. 3 and 6, DNR Observation Well No. 02013, and one private <br />well to be determined. The proposed scope of work includes the following: <br />I. Survey of property boundaries for the test well site (if different from WTP site); <br />II. Review of existing well logs and other hydrogeologic records for the proposed well site; <br />III. Preparation and distribution of request for quotations; <br />IV. Tabulation of quotes and recommendations of award; <br />V. Site visit to observe construction of test well; <br />VI. Site visit during test pumping of well to verify contractor's drawdown measurements; <br />VII. Analysis of test pumping data; <br />VI I I. Review of water quality data; <br />IX. Preparation of high-level cost estimates for proposed raw watermain to connect well to <br />WTP raw watermain; and <br />X.
