CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 3A <br />STAFF ORIGINATOR: Meg Sawyer, Human Resources and Communications Manager <br />MEETING DATE: November 25, 2024 <br />TOPIC: 2025-2026 Labor Agreement with LELS Sergeants, Local No. 260 <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />The City Council is being asked to approve the 2025-2026 Labor Agreement between the City of Lino <br />Lakes and LELS Sergeants, Local No. 260. <br />BACKGROUND <br />A tentative agreement has been reached for a two-year contract with LELS, Local No. 260. A tentative <br />agreement was reached after three meetings and the union members voted in favor of the following <br />terms: <br />Article 6.4 Grievance Procedure: <br />Update the language as follows: <br />Step 3: A grievance unresolved in Step 2 and appealed to Step 3 by the Union shall be submitted <br />to arbitration subject to the provisions of the Public Employment Labor Relations Act of 1971, as <br />amended. The Union shall notify the Employer of its intention to arbitrate the grievance within <br />15 calendar days following the Employee -designated representative's final Step 2 answer. For <br />grievance matters involving written disciplinary action, discharge, or termination, the <br />assignment of an arbitrator shall be consistent with Minnesota Statute Section 626.892. For all <br />other grievances, if the parties are unable to agree on the selection of an arbitrator, the Union <br />shall request a list of arbitrators to be submitted to the parties by the Bureau of Mediation <br />Services. The selection of an arbitrator shall be made in accordance with Minnesota Statutes <br />Section 179A.21. <br />Article 13: Holidays <br />Update the language to include <br />• Juneteenth on June 19 <br />Section 13.2 <br />Update the language as follows: <br />• Employees who work any of the listed holidays in Section 13.1 shall receive 1 % times the <br />regular rate of pay, which will be paid out in the pay period worked. <br />Article 16: Sick Leave <br />• Change the title of Article 16 from Sick Leave to Sick Leave/Earned Sick and Safe Time (ESST). <br />• Add the following language in Section 16.4: See the City of Lino Lakes Personnel Policy for a full <br />description of the City's Sick Leave/ESST policy. <br />
