as this plan provides a conservation design framework for growth within the city. <br />This request will adhere to the Greenway System Plan. <br />9. Include standards in subsequent ordinance updates to ensure quality development that <br />minimizes negative impacts on natural and cultural features of the community. <br />Not applicable. <br />10. The City will plan to accommodate an annual average of 230 units per year over each 5- <br />year phasing period not to exceed 345 units in any one year. At the end of the 5-year <br />phasing period unallocated units will be averaged out over the next five-year phase. <br />Not Applicable. The proposed area includes developed parcels and no new development <br />would occur with the amendment. <br />Findings of Fact <br />The following are Findings of Fact for the Comprehensive Plan Amendment: <br />1. The proposed 2040 Comprehensive Plan amendments are needed to provide municipal <br />services to existing residents of the City. <br />2. The proposed land use and staging plan changes are consistent with the policy text for <br />the 2040 Comprehensive Plan. <br />3. The proposed amendment is consistent with Sanitary Sewer Plan planned infrastructure <br />improvements and simply allows those improvements to occur earlier. <br />4. The proposed amendment is consistent with Water Supply Plan planned infrastructure <br />improvements and simply allows those improvements to occur earlier. <br />5. Subsurface Sewage Treatment Systems in the area are more than 35 years old with <br />failure of some systems. <br />PLANNING AND ZONING BOARD <br />The Planning and Zoning Board held a public hearing on November 13, 2024. The City <br />published notice of the proposed change in the official newspaper and mailed notice to the <br />property owners whose property is proposed to be reclassified. There were no public <br />comments and the board unanimously recommended approval. <br />METROPOLITAN COUNCIL <br />If approved by the City Council the amendment will be submitted to Metropolitan Council for <br />review and determination that the amendment is in conformance with regional policies. <br />
