8 <br />PUD flexibility is required for side lot line setbacks. <br /> <br />Staff Comments: <br /> <br />1. Townhome deck/patio minimum setbacks: <br />a. Main Entrance Public Street: 25ft <br />b. CSAH 54 (20th Ave N): 40ft <br />c. Other Public Streets: 20ft <br />d. Main North-South Private Street: 20ft <br />e. Individual West-East Private Streets: 15ft <br />f. Side and Rear: 15ft <br />2. Townhome driveway lengths onto private driveways shall be a minimum 25ft. <br />3. A minimum 20-foot wide buffer in compliance with §1007.049 shall be required <br />along CSAH 54 (20th Ave N). <br />4. City Code Section 1007.024(6) further details Urban Residential Planned Unit <br />Development requirements regarding municipal water and sanitary sewer <br />services, density, open space, neighborhood performance standards and yards. <br />The applicant shall demonstrate these requirements are met. <br /> <br />Shoreland Management Overlay <br /> <br />A portion of the development is within the Shoreland Management Overlay District of <br />Pelter Lake which is classified as a natural environment lake. Within the shoreland <br />district, land is guided both low density and medium density. Single family dwellings are <br />allowed in the shoreland district. These lots are non-riparian because they do not <br />directly abut the lake due to Peltier Lake Drive and a strip of land owned by the Board of <br />Water Commission-St. Paul. The townhomes are not in the shoreland district and <br />therefore are not subject to shoreland PUD requirements. <br /> <br />Lot Width and Lot Sizes <br /> <br />The attached PUD Land Use and Shoreland Regulation Chart that summarizes lot width, <br />lot depth and lot sizes requirements. The shoreland ordinance allows for a minimum <br />80ft wide single family lots, two-family/duplex and triplex/quad/townhomes. The <br />development proposes single family dwellings and townhomes; however, some of the <br />single family lots are 65ft wide x 125ft deep. The two-family/duplex requirements are a <br />minimum lot size of 8,775 sf and 130ft lot width. This would equate to a single family <br />lot 65ft wide x 135ft deep. <br /> <br />Staff Comments: <br /> <br />1. Staff supports PUD flexibility for the 65ft wide single family lots as long as the lot <br />depth is 135ft and shoreland lot size requirements are met. <br />2. The shoreland district boundary line shall be added to all plan sheets.
