The City of Lino Lakes and VLAWMO <br />(the partners) have expressed interest in a partnership to identify opportunities to <br />reduce nutrient loading to Wilkinson Lake, an impaired lake west of the North Oaks' <br />development site. Projects considered must exceed the development requirements, <br />focus on improving the water quality of Wilkinson Lake, and leverage the design, <br />permitting, and construction timelines resulting in project implementation efficiencies <br />and reduced costs when compared to a stand-alone project. An area adjacent to the <br />site holds potential for implementing a water quality treatment practice to address <br />these concerns prior to discharge. While this project is separate from the development <br />itself, synergies may be leveraged in terms of construction timing and cost reduction for <br />mobilization and contracting. <br />This proposal addresses the discussions held during our meeting on March 26, 2024, <br />involving representatives from North Oaks Company, VLAWMO, and the City of Lino <br />Lakes. ISG was asked to conduct a feasibility study to assess and evaluate three key <br />components related to the potential water quality treatment practice: <br />• Regional Best Management Practice (BMP) for Stormwater: Assess BMP design <br />to provide treatment to reduce nutrients and sediment loading to Wilkinson Lake. <br />• Water Reuse: Evaluate the feasibility of reusing water for irrigation on the <br />proposed development site in lieu of potable groundwater. Identify consistent <br />volumes for decreased strain on infrastructure. <br />Smart Irrigation Controllers Technology: The implementation of electronic <br />equipment in ground to monitor the soil to utilize less water for irrigation <br />of vegetation. The study would assess what could be accomplished from a <br />reuse water source. Vegetation types are also part of the solution that can be <br />accommodated as part of the design. <br />Based on our understanding, ISG will provide the following scope of services to <br />complete the feasibility study. <br />SCOPE OF SERVICES <br />Feasibility Study for Water Quality Treatment <br />iasK is Assess Kegionai btormwater biviF upportunities <br />To protect Wilkinson Lake, ISG will use and build off of the previous work of SEH to <br />enhance the feasibility level of design,including soil borings and topographic survey <br />completed by North Oaks Company.
