Explain the project purpose; if the project will be carried out by a governmental unit, explain the <br />need for the project and identify its beneficiaries. <br />The purpose of this project is to create new housing opportunities within the City of Lino Lakes, as <br />well as the construction of new retail opportunities. This project is not being carried out by a <br />governmental unit. The need for this project is demonstrated by the following goal of the Housing <br />Plan laid out in The City of Lino Lakes 2040 Comprehensive Plan (November 9, 2020), hereinafter <br />referred to as The 2040 Plan: "Improve availability of affordable and life -cycle housing". <br />Development of this project would help the city meet these goals by providing new housing <br />opportunities for existing and future residents of Lino Lakes looking for single-family or multi- <br />family housing options. <br />e. This EA is covering the project as a whole and includes the ghost plat area in <br />order to incorporate all potential future impacts. <br />f.
