24-30671 ASH STREET TRAFFIC IMPACT STUDY - LINO LAKES, MN <br />INTRODUCTION <br />Purpose of Report <br />The purpose of this report is to document the methodologies, findings, recommendations, and conclusions of the Ash Street traffic <br />impact analysis study, including the basis for all assumptions, traffic parameters, and conclusions. This report presents data in a <br />logical format including tables and figures to convey the data and its meaning accurately and clearly. <br />Study Objectives <br />The objectives of this study include the following: <br />• Identify the impacts to the transportation system and immediate area projected for the proposed development. <br />• Recommend necessary improvements to the adjacent transportation system to minimize crash risk and maintain a safe <br />and efficient system. <br />• Protect the safety and functionality of the transportation system while providing sufficient access for the proposed <br />development. <br />ANALYSIS OF EXISTING CONDITIONS <br />Location, Zoning, and Land Use <br />This report studies the projected impacts of two proposed developments in the City of Lino Lakes, Anoka County, Minnesota. <br />Preliminary site plans and concepts can be found in Appendix A, and a project location map is included in Appendix B. The site is <br />currently vacant and will be developed in two phases. Phase 1 consists of Wilkinson development situated northeast of the <br />intersection of CSAH 21/Centerville Road and CSAH J/Ash Street. Phase 2 includes the North Oaks Farms development located <br />east of Parcel 3 (Phase 1) between the Wilkinson development and Monarch Way. <br />Intersections 1 - 8, were studied: <br />• Intersection 1 - The intersection of CSAH 21/Centerville Road and CSAH J/Ash Street <br />• Intersection 2 - The intersection of CSAH 21/Centerville Road and CSAH 32/Ash Street <br />• Intersection 3 <br />- The intersection of CSAH 32/Ash Street and Monarch Way <br />• Intersection 4 <br />- The intersection of CSAH 32/Ash Street and Rapp Farm Blvd <br />• Intersection 5 <br />- The intersection of CSAH 32/Ash Street and Holly Drive N <br />• Intersection 6 <br />- The intersection of Wilkinson Lake Blvd and the Wilkinson area's South Access <br />• Intersection 7 - The intersection of CSAH 32/Ash Street and the Wilkinson area's North Access <br />• Intersection 8 - The intersection of CSAH 32/Ash Street and the North Oaks Farms area's East Access <br />The figure in Appendix C identifies these intersections and shows their location within the City of Lino Lakes, which has a <br />population of 21,399 (US Census 2020). Surrounding properties are residential (south) and agricultural (north, east, and west). <br />The proposed sites and surrounding areas are zoned as Rural per the City of Lino Lake's most recent zoning map (updated January <br />2023).
