Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: August 12, 2024 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:23 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, Stoesz and Ruhland <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Sarah Cotton, HR & Communications Manager Meg <br />Sawyer, Deputy Director/Fire Dan L'Allier, City Engineer Diane Hanke and Community <br />Development Director Michael Grochala <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Review Regular Agenda <br />Councilmember Ruhland stated that in relation to Item 3A Resolution Regarding Legal <br />Validity of Initiative and Charter Amendment Petitions, that the proposed request to <br />seek the Attorney General's review of the City Attorney's opinion be struck from the <br />resolution. He stated that he does not believe the City Attorney's opinion will be <br />overturned. <br />The City Administrator stated that when the resolution is presented at the Regular <br />Meeting that the procedural steps for the motion would be to adopt the resolution with <br />the amendment as proposed. <br />Mayor Rafferty noted that the City Attorney would be available at the Regular Meeting <br />to answer any questions regarding the option of forwarding the matter to the Attorney <br />General. <br />The HR & Communications Manager reviewed the staff report regarding the request to <br />appoint a Building Permit Technician. She stated that the recommended candidate is the <br />current Office Specialist. <br />The Deputy Director/Fire provided an overview of the proposed promotion of a Paid On - <br />Call Fire Lieutenant at Station #1. <br />Page 1 of 2 <br />
