The areas are not intended to be strict land use <br />and density boundaries but should be considered somewhat flexible to accommodate <br />development. Met Council will require a formal comprehensive plan amendment to adjust the <br />land use boundaries. <br />Per the 2040 Comprehensive Plan, the site is in Planning District 3. The Comprehensive Plan <br />states: <br />• Land Use <br />o Much of District 3 was included in the 1-35E Corridor Alternative Urban <br />Areawide Review (AUAR) completed in 2005. <br />o All development within the AUAR study area must comply with the mitigation <br />plan that forms a part of the AUAR. <br />Staff Comments: <br />1. If the project moves forward, the applicant shall show compliance with the AUAR <br />mitigation plan. <br />2.
