2. Anoka County requires the traffic study to analyze roundabout or traffic signal warrants <br />at CSAH 54 and Watermark Way. <br />Parks, Greenways and Trail Plan <br />The Park Board will review the concept plan in January 2025 <br />Figure 10-2 of the 2024 Comprehensive Plan identifies the need for a future Neighborhood Park <br />Area F centrally located within the service area. The proposed development includes an 11.5 <br />acre public park and trails. <br />Staff Comments: <br />1. Only land that is reasonably suitable for park use and location shall be credited for <br />parkland dedication. <br />2. Within the public park, the land north of the trail and near the NSP easement will be <br />dedicated to the City but park dedication will not be credited. <br />3. The trail near the townhomes 22R-25R and 21R-18R shall be moved over the <br />stormwater pipe easement. <br />4. A trail shall be constructed along CSAH 54 (20th Ave N.). <br />5. Additional trails south of the wetland shall be considered. <br />6. Trail corridors should be a minimum 30-40 feet in width above the high water level. <br />a. Block 11 shall be re-evaluated. <br />Tree Preservation and Landscaping <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043(17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted. Additional landscaping <br />may be required as a condition of the PUD. <br />Staff Comments: <br />1. A landscaping screen and minimum 20ft wide buffer will be required along the CSAH 54 <br />(20th Ave N). <br />2. A noise study will be required with the PUD Preliminary Plan/Preliminary Plat. <br />3. Berm and/or any noise mitigation requirements shall be measured from side or rear <br />yard ground elevations to top of berm or fence. <br />4. Additional landscaping and buffer are required along the north lot line between the trail <br />and townhome private drive. <br />EQB Environmental Review <br />12 <br />
