The development is in the 1-35E Corridor Alternative Urban Areawide Review (AUAR) which was <br />completed in 2005 and subsequently updated. All development within the study area must <br />comply with the AUAR mitigation plan. <br />Staff Comment: <br />1. The applicant shall show compliance with the AUAR mitigation plan. <br />Wetlands <br />There are nineteen (19) wetlands indicated on the proposed project site. A majority of the <br />wetlands (13) are shown within the currently farmed area of the parcel. These wetlands are <br />considered degraded and have a lower biological value. Any wetlands that are impacted will <br />need to meet mitigation requirements. Larger wetlands on the south side are within the RCWD <br />wetland management corridor and will require a 50' buffer. <br />Floodplain <br />The 2015 FEMA Floodplain Map indicates Zone A flood plain over the large wetland on the <br />south side of the site. It does not appear there are any floodplain impacts. Any floodplain <br />impacts are subject to City requirements per City Code Chapter 1103. <br />Staff Comments: <br />1. A Base Flood Elevation is required to be determined, using detailed methods acceptable <br />by the Federal Emergency Management Agency (FEMA). <br />2. A FEMA CLOMR and LOMR may be required for development if there are floodplain <br />impacts. <br />Additional City and Government Agency Review Comments <br />Anoka County <br />Anoka County Highway Department comments are provided in the attached memo. <br />City of Centerville <br />The City of Centerville provided the following comments: <br />1. A trail should be considered along the west side of 20t" Avenue between the southern <br />border of Lino Lakes and the entrance road to the development. <br />2. The east -west road through the high density townhome area should be designed to <br />handle traffic from the future development area directly to the west. <br />3. Further information on the uses proposed for the lakeside park should be provided. <br />13 <br />
