Economic Development Advisory Committee <br />October 10, 2024 <br />Page 2 <br /> <br />APPROVED MINUTES <br />The EDAC supported the proposed purchase agreement amendment. <br />B. 2040 Comprehensive Plan Residential Land Use <br />During the September EDAC discussion regarding “Wilkinson Waters” the issue of density <br />and the amount of higher density areas within the City was brought up. Staff proposed to <br />bring back an overview of the City’s 2040 plan for discussion. <br />The City is required under state law to have a Comprehensive Plan and to update it every <br />10 years. The Comprehensive Plan is the foundation for land use related issues and the <br />establishment of “official controls” such as the subdivision and zoning ordinances. <br />Mr. Grochala explained the stages of development in the City and reviewed the five sewer <br />districts. He reviewed the distribution of low, medium and high density areas throughout <br />the city. He noted that high density areas are typically located along high volume <br />transportation corridors. <br />He also explained that Met Council is starting their regional development guide for 2028 <br />and the growth forecast for Lino Lakes is stagnant. Our current 2030 and 2040 household <br />account and population figures are projected to remain the same. The number the City is <br />planning for in 2040 now will be the same in 2050, maybe even lower. This has to do with <br />the market and water supply. He went on to say; however, this does not stop the market <br />from wanting to be here. He also said that Met Council is proposing to increase the <br />minimum density for suburban edge communities including Lino Lakes. The City has <br />raised their opposition to this change. <br />C. Project Updates <br /> <br />Mr. Grochala updated the committee on current City projects. <br /> <br />4.
