Park Board <br />October 2, 2024 <br />pg. 2 <br /> <br /> <br />DRAFT MINUTES <br /> <br />Staff is recommending the Park Board modify their recommendation to include <br />dedicating the area described above for a potential passive park area with the balance <br />of park dedication fees in cash. <br />Mr. Kusterman made a motion for dedicating the area to a potential park area, <br />providing them credit, and the remainder would be in park dedication fees. Mrs. Cutts <br />seconded. Motion carried 6 – 0. <br />7. DISCUSSION ITEMS <br />A. Mr. Sam Bennett email requesting sand volleyball courts <br />Mr. DeGardner stated Mr. Bennett expressed an interest in sand volleyball courts at <br />Marshan Park or another park system. <br />Mrs. Ballering discussed that the email included that the hockey rink could be changed <br />into volleyball courts. Is this a possibility? Mr. DeGardner replied it depends on what <br />kind of volleyball experience you would like them to have; compaction is the biggest <br />thing. Is the drainage and surface area good? <br />Mrs. Ballering stated we would need an area that is not too close to residents and has <br />parking availability. Mr. DeGardner replied that Tower Park, Lino Park, Birch Park, and <br />Sunrise Park could be an area in the future. Mr. Kusterman and Mrs. Cutts agreed with <br />Birch Park. <br />Mr. Gooder discussed the budget issues the Park Board is facing. <br />Mr. Kusterman discussed a partnership with the school district. Mentioned Country Lake <br />Park as a possibility. <br />Mr. Gooder suggested Mr. Bennett contact Anoka County for this type of amenity. <br />B. Discuss 2025 Park Board Goals <br />Mr. Huelman discussed the previous meeting with the City Council regarding the budget <br />needed to update the existing parks. Stated the City Council has come back with the <br />$90,000 Park & Trail improvement fund similar to previous years. <br />Mr. DeGardner stated that currently there is an undesignated amount of approximately <br />$162,000 in the Park & Trail fund, which includes the proposed $90,000 from the <br />general operating fund for 2025. <br />Mr. Huelman reviewed the existing Lino Lakes Park System and Existing Park Assets <br />Worksheet.
