Environmental Board <br />November 26, 2024 <br />Page 2 <br />A.North Oaks Mixed Use Development – Environmental Assessment <br />Worksheet (EAW) <br />North Oaks Company, LLC (Developer) is proposing a mixed-use development <br />project on approximately 120 acres abutting Centerville Road and Ash St in the <br />southcentral quadrant of the City. The property is guided for low, medium and <br />high-densityresidential uses in the City’s 2040 Comprehensive Plan. The <br />Environmental Board reviewed a development concept plan for part of the <br />property in September of this year for Wilkinson Waters. <br />Due to the proposed number of residential units and commercial real estate, <br />preparation of an Environmental Assessment Worksheet (EAW) is required by <br />Minnesota Rules. The process operates according to rules adopted by the <br />state’s Environmental Quality Board (EQB). The EAW document is designed to <br />provide a brief analysis and overview of the potential environmental impacts for a <br />specific project and to help the City, referred to as the Responsible Government <br />Unit (RGU), determine whether an Environmental Impact Statement (EIS) is <br />necessary. The questions contained within the document are established by the <br />EQB. <br />The EAW is not meant to approve or disapprove a project butis simply a source <br />of information to guide other approvals and permitting decisions. Preparation of <br />the EAW will help inform the design of the project before the submittal of a formal <br />development application. <br />Chair Sullivan made a motion to approve the recommendations by staff. Mr. <br />Schwartz seconded. Motion carried 5 – 0. <br />B.Peltier Ponds PUD Concept Plan Review <br />The applicant, Lennar, is proposing a master planned development located on <br />th <br />the West side of 20Ave N (CSAH 54) just across from Watermark, East of <br />Peltier Lake Drive, and North of the Centerville border. The development <br />contains approximately 125.02 gross acres, 79.21 developable and consists of <br />mix of residential housing The proposed development is called Peltier Ponds. <br />Future land use applications may include: <br />Environmental Assessment Worksheet (EAW) <br />Rezoning property from R, Rural to PUD, Planned Unit Development <br />PUD Preliminary Plan/Preliminary Plat <br />PUD Final Plan/Final Plat. <br />DRAFT MINUTES <br /> <br />
