Park Board <br />January 2, 2025 <br />pg. 2 <br /> <br /> <br />DRAFT MINUTES <br /> <br />Mr. Rick DeGardner, Public Services Director, summarizes the applicant, U.S. Home, LLC <br />(aka Lennar), is proposing a master planned residential development located west of <br />CSAH 54 (20th Ave N) across from Watermark, east of Peltier Lake, and north of the City <br />of Centerville border. The development contains four (4) parcels totaling approximately <br />125 gross acres and 262 housing units. The proposed development is called Peltier <br />Ponds. <br />Peltier Ponds will consist of single-family homes and townhomes with a similar variety <br />to those built in Watermark. The total number of housing units is 262. <br />An 11-acre public park, trails, sidewalks, open space and stormwater ponds are included <br />throughout the development creating a multi-functional greenway corridor. Public open <br />space (public open space + public park + stormwater ponds + wetlands) is 58.4 acres or <br />46.7% of the entire development. Private open space is 6.0 acres or 49.6% of the <br />townhome development. <br />Figure 10-2 of the 2024 Comprehensive Plan identifies the need for a future <br />Neighborhood Park Area F centrally located within the service area. The proposed <br />development includes an 11- acre public park and trails. <br />Staff comments are that only land that is reasonably suitable for park use and location <br />shall be credited for parkland dedication. A trail shall be constructed along CSAH 54 <br />(20th Ave N.). Additional trails south of the wetland shall be considered. Trail corridors <br />should be a minimum of 30-40 feet in width above the high water level. <br />Mr. DeGardner stated this development will bring in $917,000 in park dedication fees. <br />The developer would be credited for land and depending on trials could also be <br />credited. <br />Mr. Kusterman asked whether our Comprehensive Plan calls for the creation of a park. <br />Mr. DeGardner replied the Comprehensive Plan is a guideline. <br />Mrs. Ballering discussed not having a park in each neighborhood. This area might be a <br />place to reimagine with a full basketball court and/or volleyball courts. <br />Mr. Gooder stated if he were moving into this development, he would prefer a park. <br />Mr. Kusterman discussed Acorn Park, which is close to the proposed development. <br />Mrs. Schmidt inquired as to whether this area may be turned into a destination park. <br />Likes the idea of acquiring the area for future development. <br />Mr. Gooder is in favor of acquiring the land.
