4 <br />Net Density (units/acre) 2.49 <br /> <br />As noted above, the site consists of two (2) land use designations, low density <br />residential and urban reserve. A comprehensive plan amendment would be required to <br />change the urban reserve lot to low density. This density analysis is based on the <br />assumption the plan is amended to low density which is consistent with the full build- <br />land use plan. Low density residential development requires 1.6 to 3.0 units per acres. <br />The proposed development would be 2.49 units per acre which is consistent with land <br />use and density requirements. <br /> <br />Growth Management Strategy <br /> <br />Page 3-17 of the 2040 Comprehensive Plan details the City’s Growth Management <br />Strategy. The strategy works in conjunction with the City’s utility staging plan. <br /> <br />The City will plan to accommodate an annual average of 230 units per year over each 5- <br />year phasing period not to exceed 345 units in any one year. From 2010 to 2024, the <br />City’s average annual number of units is 123.
