7 <br />3. Conservation easements and wetland buffers shall be required over wetlands, <br />ditches, and greenway corridors. <br /> <br />Stormwater Management and Erosion and Sediment Control <br /> <br />The concept plan shows four (4) stormwater ponds throughout the development. They <br />are part of the multi-purpose greenway corridor incorporating trails, stormwater <br />management, floodplain, ditches, and open space. <br /> <br />Public Utilities <br /> <br />Public water, sanitary, and storm sewer utilities will be installed within the <br />development. <br /> <br />The site is in Sanitary Sewer District 3 (Sub-district 3C). Flow from these areas, including <br />that from Centerville, is collected along East Cedar Street and conveyed east to MCES <br />Meter M220 and Gravity Interceptor 802325. <br /> <br />The site is in both Utility Staging Area 1B (2025-2030) and 3 (Post 2040). <br /> <br />The City’s water supply system well firm capacity is currently constrained by poor water <br />quality in some wells, the White Bear Lake court orders and ongoing litigation, and <br />annual variability in water use due to drought and other factors. Based on the water <br />supply capacity and well trigger analysis completed in April 2024, the city may need to <br />add an additional well to accommodate this development or the development may be <br />deemed premature. The City is currently working through this process with MNDNR. <br /> <br />The site provides opportunity to implement a stormwater reuse system for irrigation <br />purposes. The system should be evaluated and implemented to the extent feasible to <br />offset the use of municipal water for irrigation. <br /> <br />Staff Comments: <br /> <br />1. The water supply issue needs to be addressed prior to preliminary plat submittal. <br />2. A Comprehensive Plan Amendment is required to amend the utility staging <br />areas. <br /> <br />Yield Plan <br /> <br />Initial staff meetings with the developer indicated the possible need for PUD, Planned <br />Unit Development zoning to allow for lot width and lot depth flexibility. As required per <br />City Code Section 1001.026(4) for a PUD, the applicant submitted the attached yield <br />plan. The yield plan shows the maximum number of dwelling units that would be
