8 <br />permitted given the minimum lot size and lot widths for conventional subdivisions and <br />other requirements of the Lino Lakes Zoning and Subdivision Chapters. <br /> <br />After review, it appears both the 60 lot Yield Plan (60 ft wide lots) and the 58 lot <br />Concept Plan (65ft wide lots) meet the minimum R-2, Two Family Residential zoning <br />requirements; therefore, PUD rezoning and yield plan are not needed. <br /> <br />Phasing Plan <br /> <br />A phasing plan was not submitted but it is anticipated that the development would be <br />built in one (1) phase. <br /> <br />Traffic Study <br /> <br />A traffic study is required at the time of preliminary plat submittal. <br /> <br />Staff Comments: <br /> <br />1. The applicant shall work with Anoka County Highway Department regarding <br />access and turn lanes on CSAH 54 (20th Avenue). <br /> <br />Parks, Greenways and Trail Plan <br /> <br />Per Figure 10-2: Neighborhood Service Areas of the 2024 Comprehensive Plan, the <br />development is within the neighborhood service area of North Pointe Park. The <br />greenway system extends through the site and a proposed trail connection is required <br />from the existing trail in North Pointe Park to CSAH 54 (20th Avenue) and CSAH 34 (Birch <br />Street). <br /> <br />Staff Comments: <br /> <br />1. Trail corridor options shall be explored per the attached Public Services <br />Director/Park Board memo. <br />2. If a trail is constructed along the wetland, a connection shall be made between <br />Lot 8-9, Block 1 to the street. <br />3. Trail corridors should be a minimum 20 feet in width above the high water level. <br /> <br />Tree Preservation and Landscaping <br /> <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043(17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted with the <br />preliminary plat application. <br /> <br />Staff Comments:
