The 28 acre site includes three (3) existing lots. One of the lots was a former bank which has <br />been recently demolished. Per the November 4, 2024 Braun Intertec report, the site currently <br />exists as an agricultural land, predominantly covered with grass and topsoil at the time of our <br />borings. The site features a generally flat to gently undulating topography, with ground <br />elevations ranging from approximately 912 feet at Boring ST-10 to 920 feet at ST-13. The slope <br />rises gently from west to east. Historical aerial imagery indicates that the parcel has primarily <br />been used for agricultural purposes, with no evidence of structures having been present on the <br />site. <br />Subdivision Ordinance <br />Conformity with the Comprehensive Plan and Zoning Code <br />The site is guided commercial per the City's 2040 Comprehensive Plan and zoned GB, General <br />Business. An ALDI grocery store is proposed on Lot 1/1A. A grocery store is a retail business <br />which is a permitted use. <br />The preliminary plat is consistent with the comprehensive plan for commercial development <br />and zoning code requirements for GB, General Business with minor revisions as detailed in this <br />staff report. <br />Blocks and Lots <br />The proposed preliminary plat contains the following areas: <br />Parcel <br />Acres <br />Purpose <br />Lot 1, Block 1a <br />1.32 acres <br />Grocery Store <br />Lot 1A, Block 1a <br />2.76 acres <br />Grocery Store <br />Outlot A <br />23.19 acres <br />Future development <br />Outlot B <br />2.23 acres <br />Future development <br />CR 84 (Otter Lake Rd) <br />0.26 acres <br />Dedicated road right-of-way <br />TOTAL <br />29.76 acres <br />a Lot 1 is abstract property and Lot 1A is torrens property. The grocery store will be constructed <br />on both Lots 1 and 1A and it will be treated as one lot. <br />An additional 10ft of road right-of-way along CR 84 (Otter Lake Road) is being dedicated on the <br />plat as required. <br />
